Ground broken on new Circuit Courthouse in Howard County, Maryland
June 27, 2019 – Edgemoor-Star America Judicial Partners has started construction on the new Howard County Circuit Courthouse in Maryland, US.
The new 238,000ft² facility is expected to help in resolving the deficiencies in the existing Courthouse, which was built 175 years ago and has several safety challenges that impact access to justice.
Howard County Executive Calvin Ball said: “Our new Courthouse will enhance public safety and security, while also improving sustainability. The current Courthouse is almost two centuries old and is simply not equipped to handle our population, increased caseloads, technology needs, and maximize victim safety.
“As we break ground on the largest capital project in the history of our county, we are ushering in a new era of safety, innovation, and justice in Howard County.”
In June 2018, Edgemoor-Star America Judicial Partners (ESJP) was selected to partner with Howard County for the new Circuit Courthouse project. ESJP includes Edgemoor Infrastructure & Real Estate and Star America Infrastructure Partners.
The new Courthouse has been designed to include a four-storey atrium, a large entryway that will provide safety screening for those entering the Courthouse, with separate hallways and elevators for prisoners.
The Courthouse will also include office space for the Howard County State’s Attorney, Howard County Sheriff, Howard County Bar Association, Maryland Public Defender, Clerk of the Court and Register of Wills.
Among others, a courtroom for a sixth judge, a large comfortable jury assembly area and a 682-space parking garage adjacent to the building will also be built.
Howard County said that the Courthouse will be certified at a minimum, LEED Silver for sustainability and the builders are working toward Gold status. The project will result in nearly 50% reduction of impervious surface and no existing trees will be removed, while more than 100 new trees planted.
Financial close for the project was achieved in October 2018 and the new Courthouse is expected to be completed in July 2021.
Edgemoor-Star America Judicial Partners CEO Brian Dugan said: “Thank you to Howard County for being such a great partner.
“Numerous public-sector owners, reporters, conference hosts, and others have contacted me and our consortium trying to learn from our partnership with Howard County and understand just how Howard County did it, and did it so efficiently.
“Our success sends a strong positive signal to private companies that want to do work with Howard County or locate their businesses here.”
