PTP Alliance wins contract to upgrade Oaklands rail crossing in Australia

PTP Alliance

January 24, 2018 – The Public Transport Projects Alliance (PTP Alliance), comprising McConnell Dowell, Mott MacDonald and Arup, has been awarded a design-build contract to remove the Oaklands Park level crossing on the Seaford train line, 13km south of Adelaide, Australia.

The project will also involve improvements to the bus and train interchange. Work on upgrading the Oaklands Crossing will begin soon.

Boom gates at the level crossing are down for 25% of the peak traffic periods, resulting in congestion on the Morphett and Diagonal Roads. Upon completion, the new crossing is expected to improve travel times, increase public safety and spur development and renewal throughout the local area.

The Oakland Rail Crossing project is part of the Integrated Transport and Land Use Plan of the State government to improve the connections between people and places across South Australia.

The final design will be completed by the third quarter of 2018 and site work will begin in mid-2018.

The Australian government will provide $95m to the $174.3m Oaklands Crossing project, the State government $74.3m and the City of Marion $5m.

Federal Minister for Urban Infrastructure and Cities Paul Fletcher said: “Building a rail underpass at Morphett Road will significantly reduce delays for the 42,000 vehicles which travel through this level crossing each weekday.

“On an average weekday, the boom gates at Oaklands Crossing are lowered for approximately 25% during peak traffic times, so removing this level crossing will slash delays for people using this part of the southern suburbs road network by more than 90 minutes a day.”

South Australian Minister for Transport and Infrastructure Stephen Mullighan said: “This project will support approximately 160 jobs during major construction, which is expected to start in mid-2018 and is expected to be complete by the end of 2019.
“Removing the level crossing will significantly reduce congestion for vehicle traffic held up by the boom gates, while also improving train services for the more than 15,000 passengers who use the Seaford line each day.”

Federal member for Boothby Nicolle Flint said: “Detailed design can now begin on the rail underpass and new station. Fixing the gridlocked intersection will help residents get to work, school, local businesses and the SA Aquatic Centre more quickly, while greatly improving safety.

“I am pleased we are fixing the 40-year-old Oaklands Crossing bottleneck to benefit our community.”

Marion Mayor Kris Hanna said: “Pedestrian and cycling connections throughout the Marion precinct and local neighbourhood will also be improved, including a shared use path under Morphett Road adjacent to the underpass.”
