Tutor Perini JV wins $800m contract for Southwest LRT project in US
November 21, 2018 – A joint venture between Lunda Construction, a wholly-owned subsidiary of Tutor Perini, and CS McCrossan has won a $799.5m contract from the Metropolitan Council for the Southwest Light Rail Transit (SWLRT) project in Minneapolis in the US state of Minnesota.
Touted to be the largest public infrastructure project in Minnesota’s history, the $2.003bn project comprises a 14.5-mile extension of the METRO Green Line. It will involve the construction of new light rail infrastructure, including 44 bridges, two cut-and-cover tunnels and 16 new light rail stations.
Lunda Construction president and CEO Dennis Behnke said: “We are excited to be working with the Metropolitan Council on this significant project, which will bring substantial enduring benefits to the region’s economy.”
Work is expected to commence in December 2018 and major construction in 2019.
The duration of the contract was 42 months when the project was originally bid in May 2018 and officials of the Lunda/McCrossan JV are discussing the construction schedule with the Metropolitan Council to determine a completion date.
Earlier in November 2018, the Federal Transit Administration (FTA) cleared the path for the construction on the Southwest Light Rail Transit project.
The project is expected to create 7,500 construction jobs.
The FTA granted a Letter of No Prejudice (LONP) to the Council, which makes the early construction work on the project eligible for federal reimbursement upon award of the Full Funding Grant Agreement (FFGA) in 2019.
With the FFGA, the federal government will pay $929m, nearly half of the project’s total cost.
The granting of LONP means that the Metropolitan Council can proceed with awarding a construction contract and begin mobilising for construction.
The LONP has set several local actions into motion, for the Council to award the contract. This includes approvals from Hennepin County, the project’s primary local funder.
Early construction activities in winter could include staffing and equipment mobilisation, site clearance, demolition and utility work.
SWLRT is expected to begin passenger service in 2023.
