Victoria govt begins tender process for $3.5bn Melbourne rail link
September 14, 2018 – Victoria Premier Daniel Andrews and Minister for Public Transport Jacinta Allan have opened the Registration of Interest (ROI) at Sunshine Station, marking the commencement of market engagement for providers that can help deliver the Melbourne Airport Rail Link project.
The Andrews Labor Government has committed up to AUD5bn ($3.5bn) to the project, which will run from the CBD to the airport via Sunshine, if it is re-elected.
Full business case is underway in partnership with the Commonwealth, so that construction can begin by 2022 under a re-elected Labor Government.
The ROI will help the government assess which organisations have the experience and capability to bring the project to fruition, and also gauge the interest of potential private sector investors and operators.
Global registration of interest for organisations interested in the future development of the Airport Rail Link will be led by Rail Projects Victoria.
The search is for designers, engineers, rolling stock providers, rail systems providers, investors, financiers, developers and other rail infrastructure providers.
The route has been set to connect regional Victorians and all of Melbourne via a new super hub at Sunshine.
The Melbourne Airport Rail Link will also be the north-western section of the Suburban Rail Loop, an underground rail network around Melbourne’s suburbs.
The government said that if re-elected, it will invest AUD300m ($213m) for the business case to get the project underway, in addition to the $5bn for the construction of the Airport Rail Link.
The Suburban Rail Loop is expected to benefit regional Victorians as the line will pass through the super-hubs at Sunshine, Broadmeadows and Clayton and also provide Victorians with better access to jobs and services.
Andrews said: “We’re already building the Metro Tunnel, removing level crossings, and expanding our roads – now if re-elected we’ll build the Melbourne Airport Rail Link and Suburban Rail Loop our state needs.”
Allan said: “The search is on to find the best providers to develop a world-class airport rail link – that won’t only connect the CBD and the airport but deliver massive benefits to regional Victoria.”
