Webcor Builders, MWH Constructors win $939m water treatment facility contract

August 17, 2017 – Webcor Builders in a joint venture with MWH Constructors has secured a $939m contract to deliver the Southeast Water Pollution Control Plant Biosolids Digester Facilities Project in San Francisco, California.

Under the contract, awarded by the San Francisco Public Utilities Commission (SFPUC), the JV will serve as construction manager/general contractor (CM/GC) for the project.

The Biosolids Digester Facilities Project (BDFP) will replace existing digester facilities with new, expanded, modernised and relocated facilities, as well as improve energy recovery and maximise control of odors.

The project will be delivered in two phases in order to allow the continued use of the facilities.


The first phase will include the demolition and site preparation of the eastern portion of the SEP and existing asphalt plant, and construction of the new facilities on the site.

Phase two will involve the demolition of the Central Shops and western portion of the SEP, with final completion of the new Biosolids Digester Facility following.

The project will use the Cambi Thermal Hydrolysis Process, which will enable the new facilities to produce higher quality biosolids, capture and treat odors more effectively.

Construction on the project is anticipated to commence in summer 2018 with the plant becoming fully operational in summer 2025.
